Reach Stacker Licence WA | New High Risk Work Rules from 30 March 2025

On 30 March 2025, Western Australia’s container-handling industry crossed a compliance milestone: every reach stacker operator must now hold a dedicated RS class high-risk work licence (HRWL). If you (or your crew) are still driving under a CN licence, you are already off-side with WorkSafe WA.

What is a Reach Stacker?

A reach stacker is a heavy container handler designed to lift, stack and move ISO shipping containers in ports, freight yards and intermodal terminals. Because these machines combine crane-like lifting with forklift-style manoeuvrability, they sit in their own risk category under WA’s Work Health & Safety (WHS) regulations.


What changed on 30 March 2025?

WorkSafe WA removed reach stackers from the general crane licence pool and created a standalone RS class HRWL. From 30 March 2025 onward, employers must ensure every reach stacker operator and assessor holds the correct RS endorsement – no exceptions.

Three-Step Compliance Process

1. Complete TLILIC0011 – Licence to Operate a Reach Stacker (> 3 t) The nationally recognised course covers pre-start checks, container stacking, load charts, stability, and shutdown procedures.

2. Pass an RS assessment with an accredited assessor

  • Apply for RS assessor accreditation through WorkSafe WA.

Note: Seasoned CN assessors who have continuously trained and assessed reach stackers may request an exemption from holding the RS HRWL—provided they supply proof of recent RS assessments.
